关于全县高中阶段教育教学情况的审议意见
 
2009年9月28日,县十三届人大常委会第13次会议听取和审议了县教育局局长左其安受县人民政府委托所作的《全县高中阶段教育教学情况的汇报》。会议认为,近几年来,我县高中阶段教育教学工作围绕县委工作中心,围绕迈向大港时代的主题,取得了显著成绩,具体表现在:努力拓展优质教育资源,不断推进教育均衡发展步伐;高度重视班主任队伍建设,积极开展系列主题活动,不断加强青年学生的思想品德和养成教育;大力推进有效教学活动,教学质量稳步提高,连续两年荣获市“高中教学质量优胜奖”等多个奖项。2007年以来高考本科达线人数不断上升,学生在全国各类奥林匹克竞赛中,获奖人数、层次逐步提高。会议针对制约我县高中教育教学发展的历史债务、布局结构不够均衡、教师结构不合理等问题,就今后如何进一步加强和提高高中教育教学工作,提出如下意见和建议:
一、要把高中阶段的教育教学工作主动融入大港时代的工作节奏,在更高起点上推进教育教学和各项社会事业的协调发展。建议县政府牢固确定教育优先的战略方针,主动把教育与教学工作融入到全县上下进位争先、勇争一流的工作大局中,切实解决好教育与教学的关系,中学教育与小学教育的关系,教育事业与其他社会事业的关系。既重养成教育,又重教学质量,推进教育教学改革。特别是在“五严”要求的大背景下,更要统一思想,提高认识,注重教学管理,提高对教育教学的要求,文化、公安部门要加强对影响教学秩序和学生身心健康的网吧、游戏厅的整治力度,为学校提高教育教学质量创造良好的环境。教育主管部门要进一步提高管理水平,加快工作节奏,主动将教育教学工作融入全县工作大局,在更高的起点上努力实现教育教学工作的新突破。 二、要重视并逐步切实化解高中阶段的历史债务,保证各学校正常运转。据了解,全县高中的几所学校负债1.3亿元,这些债务是历年达标创建、硬件投入等沉淀下来的,有的学校已影响到正常运转。建议县政府及主管部门要对各高中学校的债务情况进行系统清理,研究逐步化解债务的方式途径,财政预算至少要保证合理的利息支出和必要的教学设施投入的份额,保证债务盘子不再扩大。各学校也要千方百计加强增收节支工作,确保各高中学校不因债务困扰而影响正常的教育教学工作。
三、要加强教师队伍建设,为不断提升高中阶段教育教学质量提供人力保障。教师是教育教学工作的根本,没有一支过硬的教师队伍,就不可能有过硬的教育教学质量。建议针对我县目前高中教师队伍的现状,一方面要注重学校领导班子建设和教师队伍建设,加快紧缺人才招引步伐,尽快充实到教育教学一线。一方面要加强在职教师的培训提高,采取切实有效的措施,鼓励教师进修学习,提高能力层次。特别要加强对学校领导班子的培训和提高工作,注重对现有班子的考核调整力度,让一些年富力强的骨干力量脱颖而出。要不断学习和借鉴外地学校管理的先进经验和做法,切实提高学校的管理水平。
四、要加快教育均衡发展的步伐,夯实高中教育教学质量持续提升的基础。目前我县农村小学、初中教学质量总体上不够高,导致了全县高中阶段面对全市的竞争压力进一步加大,建议要采取得力措施,在师资力量、待遇等方面向农村中、小学倾斜。要切实调整几所高中的布局结构,特别要尽快解决滨中高中部北迁后明达中学定位不明的问题。
